Command line tool to set passwords.

This requires at least account operator on Domains and administrator on member and standalone machines to set a password. If changing a password, you just need to know the old password and if this is in AD, have the permission to change the password. This is standard permissioning by default but if someone locked down, it could disallow a change even if you have the old password.

The should actually be called setpw because it does a set operation, not a change, but too late now, this thing has been floating around the web for a good 7 years already. Well actually in V2.02.00 I updated it so it can also do a change password so it is now ok for its name. ;)
You do not have to supply the email address. I would like you to fill that in though so that I have an idea on how popular a tool really is. If I see 1000 downloads with 900 different email addresses I know it is more widespread than one that has 1000 downloads and 200 different email addresses because the same person needed to keep downloading it for some reason.
